2J Roads for the Future: A Data-Driven Procurement Model for Climate-Smart Municipal Infrastructure

Purpose and Background

The municipal road and bicycle path network faces significant maintenance needs, while many municipalities lack the data and analytical tools required for effective planning and prioritization. In a previous project, Hållbar kommunal underhållsplanering med uppkopplade fordonsdata, funded by the Swedish Energy Agency, a model was developed that uses condition data from connected vehicles to generate long-term forecasts, optimize maintenance timing and material selection, and calculate climate impacts from a life-cycle perspective. The project demonstrated that municipalities can reduce emissions from pavement maintenance by up to 89 percent over a ten-year period by optimizing the use of existing resources and technologies.

The purpose of the present project is to support the transition from reactive to proactive municipal road maintenance through data-driven, climate-smart maintenance planning. The project will provide municipalities with practical tools to monitor, plan, prioritize, and procure road infrastructure maintenance.

The objective is to integrate condition data from connected vehicles with climate, environmental, and asset management data in the Municipality of Nacka, develop baseline and risk analyses, optimize maintenance timing and material selection from a life-cycle cost (LCC) perspective, and translate the results into concrete investment and maintenance plans. In addition, the project will develop a municipal procurement model incorporating performance-based requirements, incentives, and monitoring metrics aimed at reducing greenhouse gas emissions.
